Spooked is a volatile status ailment, alongside others such as Confusion, Infatuation, Tormented, Seeded, etc...

Spooking is most closely associated with Ghost attacks.

When a Pokemon is Spooked, it is unable to attack; like what can happen when a Pokemon is Paralyzed. They are, in other words, Paralyzed by fear, too scared to move.

However, as a volatile condition, this status is not permanent. Once a Pokemon has become Spooked, each turn there is a certain probability that it shakes it off and goes on to attack. Like when a Pokemon wakes up, and then uses a move.
1st turn: 0% chance of un-spooking
2nd turn: 33% chance of un-spooking
3rd turn: 66% chance of un-spooking
4th turn: 100% chance of un-spooking
This means that when a Pokemon becomes Spooked, it will definitely miss 1 turn. But with each successive turn, there is an increased likelihood that it will shake it off, and attack. And on the 4th turn this is guaranteed. This means the most turns it can miss will be 3. But more often than not, it is just 2.

Once a Pokemon has been Spooked, it can't be "re-spooked" to reset the turn counter; but can become Spooked again, once it has worn off.

As a volatile status ailment, it can be coupled with others. And so, a Confused and Spooked Pokemon will be unlikely to be able to attack. And Ghosts can often do both these things, so beware. Especially if they have Attract in they're moveset too!
I think Astonish would replace its ability to Flinch with this status condition.

I'll be updating and adding moves that use it too. As a volatile one, I feel it will be easier for people to incorporate and accept.
I'm still unsure about trying to introduce Drenched [link] as a non-volatile condition. It would make for a lot of changes!
